It said Deer Resistant - I don't believe it

"I was excited to plant a pre-planned garden. I had cleared and prepared a nice spot and planted all my small starter plants in the fall. Within the week many of the fragile, small plants had all been nibbled down. I waited until the spring to see what would happen. About 1/3- returned. Hopeful they would survive, I tried to assist with deer prevention methods with minimal success. I was hoping not to have to be so vigilant with the plants. It is a great concept, the instructions are clear, the plants well packaged. Deer resistent, not so much."
